Hollice Stone, P.E. 
Managing Principal and President

Stone Security Engineering was founded by Hollice Stone. She is a leader in the security engineering industry with 30 years experience in engineering, blast, antiterrorism and emergency response. Hollice has devoted her career to helping protect people, buildings and critical infrastructure from terrorism. Instrumental in criteria development, research, and educational initiatives, she is a creative and innovative force in the security engineering field, using her management, engineering, and emergency responder experience to proactively identify industry challenges and develop practical solutions. Her portfolio of work includes multi-hazard vulnerability assessments and new antiterrorism design for the U.S. Departments of State, Justice, Defense, and Homeland Security, as well as national universities, chemical plants, oil refineries, Fortune 50 companies, and international NGOs.


Arturo Montalva. P.E.
Principal and Vice President
Technical Director

A specialist in the mitigation of seismic, blast and progressive collapse hazards, Arturo Montalva has over 20 years professional experience in the engineering industry. He has in-depth expertise in linear and non-linear structural dynamics and finite element analysis. Arturo’s past projects include US Federal Buildings and Courthouses, high threat environment facilities, historic building renovations, development of mandated federal design criteria and numerous US Department of Defense and General Service Administration facilities. Arturo has utilized his knowledge in numerical methods to develop in-house analytical tools to better support our clients needs and to help lead the firm into the future.


Khaled El-Domiaty, P.E.
Principal and Vice President
Director of Business Development

With a remarkable background in design, analysis, research, and testing, Khaled El-Domiaty brings a detailed knowledge of leading-edge solutions to all his projects. As a key member in the safety and security design field for over 14 years, Khaled has played an instrumental role in developing, managing, and delivering a wide array of projects. He has provided risk assessment services to property owners (government, commercial or industrial) to mitigate potential risks associated with blast, fragmentation, progressive collapse, ATFP, fire and toxic hazards. Additionally, he has performed forensic investigation for litigation support, training, R&D, guideline development, structural design, and remedial and retrofit design for a variety of structures.


Dicle Firat, P.E.
Director of Engineering Operations

Dicle Firat utilizes her 26 years of professional engineering experience in designing and managing the design of mixed use,high- and low-rise government and commercial office buildings, residential buildings, parking garages, industrial structures and laboratories. Ms. Firat has worked for various structural engineering firms in the US, Germany and Turkey, specializing in industrial and underground critical infrastructure. Additionally, she has considerable experience in public mass gathering facilities such as stadiums and hotel buildings in high seismic regions. Additionally, she provides in depth expertise in progressive collapse prevention design (for compliance with government facility security standards such as ISC, UFC, IBC and Department of Veterans Affairs); seismic design, analysis and upgrade mitigation; structural condition assessment and special inspection; alterations and retrofit designs; quality control and performance evaluation services.


Richard Galli, P.E.
Associate Principal | Project Manager, Senior Safety and Security Engineer

Richard Galli brings an impressive breadth of experience in the fields of security and safety design to the firm. His projects have included detailed design and analysis of doors, windows, and curtainwalls, test program development, authoring of Government guidelines, and accident investigations at industrial facilities. Rich has also been involved with more traditional work, participating in more than 100 successfully completed projects related to blast, progressive collapse, and fragment evaluation and mitigation for government and industrial sector clients. The scope of these new construction or retrofit design projects has ranged from feasibility studies and conceptual designs to detailed design and construction administration support.


Dr. Jason Florek, PhD, P.E.
Senior Safety and Security Engineer
Using his substantial expertise in finite element analysis Dr. Jason Florek has used simplified and finite element dynamic methods to determine and enhance structural resistance to blast loading.  He specializes in analyzing complex structures subjected to high-pressure loads and hazardous fragments, having modeled systems ranging from innovative concrete panels to window and wall catching systems to entire metal trailers. Jason has worked with numerous government, military, and industrial clients to assist them in meeting applicable structural response or risk-based design criteria for new and existing construction.


David Holgado, P.E.
Senior Safety and Security Engineer

Experienced professional with 16 years’ experience in structural design, forensic engineering, root cause case analysis, and blast-resistance analysis. Mr. Holgado has strong communication and analytical skills, helping to bridge gaps between operational needs and technologies. He develops innovative ideas and formulates corresponding algorithms to obtain solutions. Mr. Holgado collaborates closely with colleagues, developing needed outcomes. His areas of expertise include: Structures, Dynamic Analysis, Plastic Analysis, ATFP Protective Structures, Programming, Accident Investigation, Extreme Loads, Curtain Walls and Blast Design.


Rodrigo Mourão, PhD
Protective Design/Blast Analyst

Dr. Rodrigo Mourão recently graduated from the University of Edinburgh – United Kingdom, with an PhD in Engineering. His research has focused on the use of externally bonded reinforcement to improve the blast resistance of structural reinforced concrete structures. Prior to joining Stone Security Engineering, Rodrigo worked for the Belgium Defense, where he conducted research on the effects of blast loading on structures with a strong focus on advanced experimental techniques. Over the last five years, Rodrigo specialized in non-linear structural dynamics and finite element analysis of structures under extreme loading events.
His current position at Stone Security Engineering involves risk mitigation, the assessment of explosive safety and providing protective design implementing anti-terrorism/force protection compliance for both people and infrastructures.


Bryan Calidonna
Testing Coordinator

Bryan Calidonna received his Bachelor of Science degree in industrial engineering from Oregon State University in 2016 and since then has worked in research and development for a composite technology company and is now Stone’s Testing Coordinator responsible for ensuring that the blast, ballistics, and forced entry testing is efficient and effective and meets client requirements.  In addition to coordination, Bryan has developed Test Plans and Final Reports for both private and US Government clients.


Michael Epperly
Director, Legal & Compliance

Michael Epperly has more than thirty years of legal, security and construction experience. His career began in the construction industry, working his way through college for an area real estate developer. Shortly after graduating, he transitioned to public service, where he served as a law enforcement officer at both the municipal and state levels, and a naval intelligence officer. After graduating law school, Mike clerked for the Chief Judge of the North Carolina Court of Appeals and served as an Assistant Attorney General in the Criminal Division of the North Carolina Department of Justice.

Mike returned to the private sector as Vice President and General Counsel to one of the nation’s most respected security consulting firms. He ultimately opened his own firm where he routinely counsels and represents clients in the construction, security and defense sectors, in corporate and business transactions, regulatory compliance, civil and administrative litigation, and internal investigations.


Sidra Neal
Administrative and Operational Support Assistant

In her current position, Sidra Neal does heavy calendaring/scheduling, office management, supporting the team, travel arrangements, ordering office supplies, business correspondence, office equipment maintenance, facilities maintenance, event/meeting planning & coordination, and direct assistance to executives. Prior to working at Stone, she served as an Executive Assistant at Hinman Consulting Engineers and UCSF Foundation. Sidra works from her Vallejo, CA home.


Alan McCain, MBA, CDFM
StoneSmart Business Manager

Alan McCain is a retired Naval officer with over 30 years of experience in Federal and commercial budgeting, auditing, programming, operations, logistics support, supply chain and inventory management, with major IT acquisition experience.  He has experience in business planning and development with the District of Columbia government, Lockheed Martin, KPMG, and PricewaterhouseCoopers. He is a Certified Defense Financial Manager (CDFM) and has a Teaching Certification from Harvard’s Bok Center for Teaching and Learning and an MBA in International Business from George Washington University. 


Justin Huong
Test Support Intern

Justin Huong recently graduated from Oregon State University in 2021, with a Bachelor of Science Degree in Civil Engineering and is now a Test Support Intern at Stone. Justin is responsible for providing support in performing blast, ballistics, and forced entry testing for Stone and its clients, ensuring that all testing projects are conducted efficiently and meet client requirements. Justin also assists the Stone Engineers in structural/blast analysis and related computation work.


Adam Levine
Test Support Intern

Adam Levine is a Testing Support Intern at Stone who is scheduled to complete his Bachelor of Science degree in energy systems engineering in March 2022. His current position involves executing and assisting blast, ballistics, and forced entry testing for both private and US government clients. Adam’s hands-on role at Stone ensures that data collection and reporting is effectively meeting all client requirements.
